Terry Moran was Secretary of the Department of the Prime Minister and Cabinet, Australia’s most senior public servant, from 2008 to 2011, in which role he provided cabinet support and led work on major policy areas from national security to social policy and reforms negotiated by the Council of Australian Governments. Terry helped lead Australia’s policy response to the global financial crisis and led development, negotiation and implementation planning for the National Reform Agenda for the Council of Australian Governments, shaping relations between the Commonwealth and the states. He chaired the advisory group on the Reform of Australian Government Administration, which developed a blueprint for reform of the Australian Public Service.
Prior to this, Terry was Secretary of the Department of Premier and Cabinet for the State of Victoria. He also played a leading role in founding such institutions as the Australian and New Zealand School of Government and the Grattan Institute.
In 2012, Terry was named a Companion of the Order of Australia (AC) for “eminent service to the community through public sector leadership, as a significant contributor to policy development, program delivery and effective governance, and to the implementation of contemporary government administration.” Terry holds a BA (Hons) from La Trobe University.
