Biography

Elena Bolbolian currently serves as the Chief Innovation Officer for the City of Glendale, CA. She first joined the City of Glendale through its youth employment program and over the past 20+ years, has held 10 different roles, ranging from community outreach specialist to analyst to project manager. In her role as the Chief Innovation Officer, Elena challenges City staff to think and work differently. She leads cross-departmental teams who work towards reducing waste, improving efficiency, and solving problems more effectively.
