There are no obvious answers to these problems. Addressing them will require new governance models and a combination of technological, social, and political solutions.
An emerging paradigm of government innovation
To make progress against these issues, public sector leaders must embrace a new approach to governance rooted in experimentation, acceptance of failures, and learning. This approach recognizes that all public servants can (and should be) innovators, progress moves at the speed of trust, and frontline workers and residents have the best understanding of problems and potential solutions.
Indeed, there is evidence all around us that a new movement of government innovation is emerging in cities and counties all across North America. However, the work has just begun, and these public problem-solvers need support to bring new ways of thinking to the mainstream.

CPI’s Government Innovation team has worked with hundreds of local governments, equipping public problem solvers with core skills and supporting them as they co-create solutions to pressing challenges in partnership with communities.

Select research and projects
CPI partnered with Bloomberg Philanthropies in 2018 and 2021 to design and deliver the Mayors Challenge, a city-based competition to uncover the most innovative ideas to today’s most pressing challenges. In 2021, the Challenge scaled to be a global competition.
Innovation Training Program
CPI is partnering with Bloomberg Philanthropies to design and manage the Innovation Training Program, where interdisciplinary city teams build core innovation capabilities as they design, test, and prototype solutions to a pressing city problem.
The Opportunity Project for Cities (TOPcities)
CPI partnered with the Beeck Center, Knight Foundation, and Google.org to address pressing problems related to COVID-19 during a 16-week design sprint that brings together community leaders, city government, technology partners, and the power of open data.
Pandemic Solutions Group
CPI partnered with the Rockefeller Foundation to stand up and manage the Pandemic Solutions Group, a network of public officials spanning U.S. cities, states, counties, and tribal nations devoted to rapidly scaling COVID-19 testing, tracing, and vaccinations.
Future of U.S. Cities
CPI partnered with the Aspen Institute Center for Urban Innovation and BCG to interview over 45 city leaders and understand how governments are evolving their approach to innovation in order to address their most pressing community challenges.
Failing Forward in Local Government
CPI is partnering with the National Association of County Administrators to support a cohort of counties in building cultures and capabilities that enable innovation and recognize the importance of learning from failure.
How to Fail Forward: A Framework for Fostering Innovation in the Public Sector
CPI partnered with the Aspen Institute Center for Urban Innovation to work with 20 departments across six local governments and over 150 public servants in order to understand why it is so hard to learn from failure in government and what can be done.
Bloomberg-Harvard City Leadership Initiative: Innovation Track
CPI is partnering with Bloomberg Philanthropies and Harvard University to design and manage the Innovation Track, where interdisciplinary city teams build innovation capabilities as they design, test, and prototype solutions to a pressing city problem.
