Biography

Ofelia has more than 15 years of experience as a senior executive in the government and public sector. A qualified lawyer, she has held senior positions including head of programmes for projects with the World Bank; country manager of an international NGO; director of international affairs in the Ministry of Interior, Mexico; and legal advisor to the Embassy of Mexico in the UK and in the Netherlands. She has expertise in governance and delivery, institutional capacity building, public policy, parliamentary relations, regulatory policy as well as in research.
