Donald F. Kettl is professor and former dean of the School of Public Policy at the University of Maryland. Kettl is also a nonresident senior fellow at the Brookings Institution and the Volcker Alliance. He is the author of Escaping Jurassic Government: How to recover America's lost commitment to competence (Brookings, 2016) and What works (forthcoming, with Dustin Brown and Ray Shostak)
