Public service reform in the UK has been characterised by several paradigms in recent years. From ‘Deliverology’ to the Big Society our political leaders and public administrators have sought to improve public services through varying combinations of targets and standards; choice and markets; collaboration and decentralisation; and rights and responsibilities – implemented by different combinations public, private and social sector providers.

Added to this mix, the devolved administrations have pursued different approaches, as have different Whitehall departments, making the current landscape complex and confusing. In this seminar, Sir Peter Housden, Whitehall insider and until last year the Permanent Secretary of the Scottish Government, reviewed the state of public service reform in the UK and offer some thoughts on future direction.
